- Having reviewed Abu Dhabi Law No. 1 of 1974 on the reorganisation of the government apparatus in the Emirate of Abu Dhabi, and its amendments;

- Abu Dhabi Law No. 3 of 2015 regarding the Regulation of the Real estate Sector in the Emirate of Abu Dhabi, and the Law amending it;

- Abu Dhabi Law No. 30 of 2019 on the establishment of the Department of Municipalities and Transport,

- Abu Dhabi Emiri Decree No. 11 of 2023 on the restructuring of the Executive Council of the Emirate of Abu Dhabi;

- Abu Dhabi Executive Council Decision No. 223 of 2023 regarding the Abu Dhabi Real estate Centre;

- Abu Dhabi Executive Council Decision No. 38 of 2024 regarding Bank Guarantees for real estate development projects,

- and in accordance with the requirements of the public interest
