The Regulatory Law 2004 (DIFC Law No. 1 of 2004) is the principal legislative framework governing the Dubai Financial Services Authority (DFSA) and the regulation of financial services in the Dubai International Financial Centre. It applies within the DIFC and establishes the DFSA as an independent regulatory body. The DFSA's statutory objectives include maintaining fairness, transparency and efficiency in the financial services industry, promoting financial stability and confidence, reducing systemic risk, protecting users of financial services and preventing conduct that may damage the reputation of the DIFC or its financial sector.
The document is the Consolidated Version (October 2025). The underlying Law was enacted and came into force on 16 September 2004 and has since been amended numerous times. The consolidation incorporates amendments up to and including Regulatory Law Amendment Law, DIFC Law No. 2 of 2025, dated 30 October 2025.
