We, Hamad bin Mohammed Al Sharqi, Ruler of the Emirate of Fujairah

Having reveiwed Federal Decree-Law No. 3 of 1987 Promulgating the Penal Code;
Fujairah Law No. 1 of 969 concerning the Establishment of the Municipality of Fujairah and the Local Licence Law No. 1 of 1992 of the Emirate of Fujairah
Fujairah Emiri Decree No. 5 of 1981 concerning Establishment of the Municipality of Dibba Al-Fujairah;
Fujairah Decision No. 1 of 2005 concerning the Regulation of the Operation of Crushing Plants and Blasting Companies;
on the administrative contracts concluded between the Government of Fujairah, represented by the municipality and the owners of quarries regarding the use of sites designated by the council for stone extraction aggregates and products derived therefrom;
in accordance with the requirements of the public interest to give effect to the principle of equality opportunities,
