Federal Decree-Law No. (1) of 1972 on the Competencies of the Ministries and Powers of the Ministers, and its amending laws, Pursuant to Federal Decree-Law No. (49) of 2022 concerning human resources in the Federal Government and its Executive regulations. and Federal Decree-Law No. (10) of 2023 on mental health. And in accordance with Cabinet Decision No. (11) of 2021 concerning the organisational structure of the Ministry of Health and Community Protection.

Article 1: The following procedures must be followed in the event that a psychiatric patient who has been compulsorily admitted to a mental health facility is transferred to another healthcare facility for treatment:

• a) To prepare a medical report on the psychiatric patient’s condition and to confirm that the required treatment is not available at the mental health facility where the patient is currently being treated.
