Having examined Federal Decree-Law No. (1) of 1972 concerning the powers and functions of Ministries and Ministers, and the laws amending it, and Federal Decree-Law No. (5) of 1979 concerning agricultural quarantine and the laws amending it, and Federal Decree-Law No. (4) of 1979 concerning the suppression of fraud and deception in commercial transactions, and the laws amending it, and Federal Decree-Law No. (42) of 1992 concerning the production, import and marketing of seeds and propagating material, and its Executive regulations, and Federal Decree-Law No. (5) of 2009 concerning organic inputs and products, And pursuant to Cabinet Decision No. (27) of 2013 concerning the organisational structure of the Ministry of Environment and Water, In the public interest,

The import of seeds and seedlings is prohibited unless they have been registered with the Ministry in accordance with the following requirements:
