- having reviewed the Constitution،
- and Federal Decree-Law No. (1) of 1972 concerning the remit of Ministries and the powers of Ministers, as amended,
- Pursuant to Federal Decree-Law No. (2) of 2015 on combating discrimination and hatred, as amended,
- and Federal Decree-Law No. (14) of 2016 on administrative offences and penalties within the Federal Government,
- Pursuant to Federal Decree-Law No. (31) of 2021 promulgating the Law on Offences and Penalties, as amended,
- Based on the proposal put forward by the Minister of Community Development, and following the approval of The Cabinet and the Federal National Council, and ratification by the Federal Supreme Council,
We have enacted the following Act:

Definitions
For the purposes of this Act, the following words and expressions shall have the meanings set out opposite each of them, unless the context otherwise requires:
- State: United Arab Emirates.
- Ministry: Ministry of Community Development.
