Having examined Law No. (5) of 1995 establishing the Finance Department, Pursuant to Law No. (1) of 2016 concerning the Financial System of the Government of Dubai and its amendments, and Law No. (8) of 2018 on the management of human resources in the Government of Dubai and its amendments, Pursuant to Law No. (12) of 2020 on Contracts and Warehouse Management in the Government of Dubai, Pursuant to Law No. (23) of 2024 on the adoption of the Dubai Government’s general budget cycle for the Financial Years 2025–2027 and the Dubai Government’s general budget for the Financial Year 2025, Pursuant to Executive Council Decision No. (5) of 2021 issuing the executive regulations for Law No. (1) of 2016 concerning the financial system of the Government of Dubai and its amendments,
