- Abu Dhabi Law No. 1 of 1974 On the Reorganisation of the Government Apparatus in the Emirate of Abu Dhabi and its amendments;
- Abu Dhabi Law No. 7 of 2018 On the Reorganisation of the Department of Economic Development;
- Abu Dhabi Emiri Decree No. 11 of 2023 On the Restructuring of the Executive Council of the Emirate of Abu Dhabi;
- Abu Dhabi Decision of the Chairman of the Executive Council No. 22 of 2018 On Additional Powers for the Department of Economic Development;
- Abu Dhabi Administrative Decision No. 145 of 2020 Regarding the Regulations Governing Economic Activities in the Emirate of Abu Dhabi and its amendments;
- Based on the requirements of the public interest

Establishments licensed in any other Emirate or Free Zone affiliated with any other Emirate shall be entitled to open a branch in the Emirate of Abu Dhabi in accordance with the approved regulations and rules.
